ACT2 ELB Connect

Description
We have to connect to two ELBs, because the PS3 app is a little princess, and doesn't support SAN certs. This script requires two ELB names, one of the frontend ELB, one for the API ELB. If your environment only has one ELB, set them to be the same. It should only attempt to connect to the ELB once.
