Uses the Linux kernel's traffic-shaping ability to limit upload/download bandwidth for this host -- or potentially other hosts, when localhost is acting as a router.
To disable upload/download bandwidth limitation, set the corresponding input to "ignore". If you set both inputs to ignore, this script does nothing.
By default, the traffic-shaping rules apply to eth0 and to this machine's private IP address (as reported by the cloud). Override these advanced inputs to accomplish more advanced traffic-shaping goals.

Tested against Linux kernel 2.6.32 on an Ubuntu 10.04 system.
