SYS RAILS_ENV into system profile v2

Description
Creates a Rails environment shell script, and adds it to the system profile (/etc/profile.d) so that any shell can use it. This script simply exports the RAILS_ENV enivronment variable. This may be useful, for example, to login and perform a manual migration.
