WEB apache rails-passenger http-only vhost - (Alpha) v5

Description
It sets up a simple http vhost (i.e., no ssl), using the default document root "/home/lamp/...", and logging to the typical system-wide dirs "/var/log/httpd"
- IMPORTANT: THIS IS AN ALPHA VERSION. IT SHOULD ONLY BE USED FOR TESTING AND NEVER IN PRODUCTION DEPLOYMENTS. YOU ARE WELCOME TO USE IT AND WE APPRECIATE FEEDBACK.
